US Census; Zanesville City Directory; Frank M. Dugan Charles apparently lived out most of his life in Zanesville, OH and worked at various labor jobs including a painter and some factory work at Brown Mfg. Although the researchers are descended from Charles, we know little about him. His surviving children were placed in the care of the McIntire Childrens Home after the death of their mother and then were raised in Morgan Co after their grandmother died in 1905. We received his death certificate in January, 1997. He had died at the Columbus State Hospital, 23 Aug 1928. The cause of death was listed as Cerebral Syphilis. This may shed some light on why the children were taken from him. Perhaps, it may shed some light on the death of his wife, Rosa, and their third child, Mary, also. He is supposedly buried in Zanesville, OH, in Lot 9, Section WW of Woodlawn Cem. Hearing Undertaking Co. handled the arrangements. Charles Hearing was Charles' brother in law. The death certificate lists his occupation as a blacksmith. Charles first appears in public records that we have found to date in the 1860 US Census where he is listed as 5 years old. He then appears in each census after that in Zanesville except 1900. Frank Dugan was not aware that his grandfather was alive until he died. Meredith, a farmer, dressed up in the middle of the week, which was unusual. This caught the attention of the children and the children were told that Meredith's father had died. They learned that he had been in some kind of home for the indigent in Zanesville. That single fact is what led us to Charles and the rest of his family. We did not even know his name when we started our search. However, we guessed that his name was Charles because of the (seldom used) first name of Meredith's second son. The first Charles Dugan found in the 1920 census in Zanesville was listed as age 64 and an inmate of the Muskingum County home, which matched our known facts. His marital status is listed as single; born in Ohio; both parents from PA (not true); no occupation. From estimating his birth year as 1856, we found a Charles Dugan, age 5, in the 1860 census listed in the home of R. H. Dugan, 40, Carriage Maker, !LIVING with a Frank Mullen, 50, born in Ireland, occupation:"Laborizer". This census was taken in July while others were in January which would explain why the age was 5 not 4. In 1870, Charles is listed as 14 years old in the house of Richard Dugan, b. OH, and Ellen Dugan, b. PA. Most of the other siblings were also listed. The 1880 Census shows a Charles Dugan, 24, in the 5th Ward, painter, listed as a boarder in the home of Ada Todd on 7th St. Later in the year, he married Rosa M. Todd, so it is assumed that Ada is Rosa's mother [this has been confirmed]. The record of their marriage is readily available at the McIntire Library in Zanesville. What happened in the marriage remains a mystery. The 3rd child, Mary F, died at the age of 9 weeks in 1892. Rosa died two years later and there was no mention of Charles in the newspaper articles about her death. Perhaps, they were already divorced. However, his death certificate lists him as "widowed". Meredith referred to his father as a drunk and wouldn't speak about him. In the 1885 City Directory, Charles is listed as "painter res w s Pearl 2d H s of Lee" He is listed in the 1896 City Directory as working for the Brown Mfg Co (along with brother-in-law John C. O'Neill) and boarding at 222 N. 4th street. He is mentioned in the 1905 Obituary of his mother as !LIVING in Zanesville. He is listed in the 1910 Census as age 64, which is off by 10 years, and was the inmate of some institution (unclear what it was). We found his death certificate by acting on the tip of one of the genealogists in Zanesville that the criminally insane were not kept in the Muskingum County Home, but were shipped off to the State Hospital in Columbus.
